INDIAN POLICIES AND PROCEDURES

It is the intent of Central Consolidated School District (CCSD) that all Indian children of school age have equal access to all programs, services and activities offered within the school district. To this end, CCSD will consult with local Tribes and/or their designated representatives within CCSD boundaries, and parents of Indian children in the planning and development of Indian Policies and Procedures (IPP), general education programs and activities. These policies and procedures will be reviewed annually in November. Revisions will be made within 90 days of the determination for requirements that are not being adequately met.

Indian Education Committee

The IEC is comprised of school nominated parent representatives from the 3 (regions) located within the CCSD boundaries. The IEC meets monthly.

POLICIES AND PROCEDURES

The following IPP becomes effective upon CCSD School Board approval.

POLICY 1: CCSD will disseminate relevant applications, evaluations, program plans, and information related to the District's education program and activities with sufficient advance notice to allow the opportunity to review and make recommendations to the IPP. Advance notice will be provided to local Tribes and/or their designated representatives within CCSD boundaries, IEC, and parents of Indian children.

Procedure 1:

CCSD will email to parents of Indian children and Tribes the following documents; at least four weeks prior to the May IEC meeting:

  •  Impact Aid Fiscal Year 2023-2024 application;

  • Other relevant applications i.e. Title VI Indian Education, Title Ill English Language Acquisition, State Cultural Inclusion Initiative Grant, State Bilingual Multicultural Education;

  • Description and evaluation of all educational programs including federal Title programs; and,

  • Plans for education programs the District intends to initiate or eliminate.

This information will also be posted on the CCSD website, social media, written on school calendars, announced in both Navajo and English languages on local and tribal radio stations.

POLICY 2: CCSD will provide an opportunity for the affected Tribes and parents of Indian children to provide their views on the District's educational program and activities, including recommendations on the needs of their children and on how the District may help those children realize the benefits of the educational programs and activities.

  1. Notify Tribes and the parents of Indian children of the opportunity to submit comments and recommendations, considering the Tribes' preference for methods of communication, and

  2. Modify the method of and time for soliciting Indian views; if necessary, to ensure the maximum participation of Tribes and parents of Indian children.

Procedure 2:

CCSD will provide opportunities for Indian parents and Tribes to make recommendations concerning:

  1. the needs of their children and the ways in which they can assist in realizing the benefits of the education programs;

  2. the overall operation of the District's education program; and

  3. the degree of parental participation allowed.

CCSD will survey parents of Indian children and Tribes via electronic and paper form to solicit their input and recommendations at least four weeks prior to the June IEC meeting to review these commentaries.

CCSD will survey the Tribes' preference for communication via electronic and paper form. Thus, the District will accommodate the Tribes' preference for communication as appropriate; e.g. U.S. Mail, email, tele-meetings, tribal radio stations, district social media, Senior Citizen centers, local Chapter houses, community meetings, athletic games, school parent advisory committee meetings, and electronic and paper surveys.

If there is low rate of survey participation by parents of Indian children and Tribes, the District will re-evaluate the IPP and consult with parents of Indian children and Tribal designated representatives on ways to improve and enhance participation in the consultation process.

POLICY 3: CCSD will annually assess the extent to which Indian children participate on an equal basis with non-Indian children in the District's education program and activities.

Share relevant information related to Indian children's participation in the District's education program and activities with Tribes and parents of Indian children; and

Allow Tribes and parents of Indian children the opportunity and time to review and comment on whether Indian children participate on an equal basis with non-Indian children.

Procedure 3:

Annually the District will take the following measures to assess the extent to which Indian children participate on an equal basis with non-Indian children in the District's educational program and activities.

  1. CCSD will monitor Indian student participation in all academic and co-curricular activities utilizing online registration forms, sign-in sheets, and evaluation forms.

  2. CCSD will review student data to assess the extent of Indian children's participation in the District's educational programs on an equal basis with non-Indian students.

  3. CCSD will share its assessment of Indian student participation; related academic achievements, and other related data with the parents of Indian children and Tribes by email, school notes, public meetings, school PAC meetings, District IEC meetings, school events, and posting on the District's website and social media.

  4. Parents of Indian children, Tribes and other interested parties may express their views on participation through direct communication with the District, at monthly School Board meetings, via electronic and paper surveys or at monthly IEC meetings.

  5. CCSD will email annual school and district report cards to Indian parents and Tribes.

CCSD will communicate the assessment results to Indian parents and Tribes at least four (4) weeks prior to the November IEC meeting. If it is determined that there are gaps in Indian participation in the educational program or activities, CCSD School Board will consider the recommendations of the IEC to modify its educational program in a manner that improves Indian participation.

POLICY 4: CCSD will modify the IPP if necessary; based upon the results of any assessment or input described in this document.

Procedure 4:

Copies of iPP will be disseminated via email, U.S postal mail, and school letters to all Tribes and Indian parents two (2) weeks prior to the fall IEC meeting. All Tribes and Indian parents will be invited to make recommendations for change to the IPP.

During the fall IEC meeting, the IPP will be reviewed. The IEC will evaluate the recommendations and will revise the IPP as appropriate. Upon review and revision completion, the updated IPP will be sent to CCSD School Board as well as the Tribes and parents of Indian children for review and consideration. If necessary, the IEC may suggest revisions at other times of the year as appropriate. The CCSD School Board will consider the adoption of the proposed changes to the IPP on or before the December CCSD School Board meeting. Within four (4) weeks of CCSD School Board's adoption of any updated IPP, the District will send out information to parents of Indian children and Tribes via email, school letters, public meetings, Focal and tribal radio stations, CCSD website and social media.

POLICY 5: CCSD will respond within three (3) weeks in writing to comments and recommendations made by Tribes or parents of Indian children, and disseminate the responses to Tribes and parents of Indian children prior to the District's IPP submission.

Procedure 5:

At a minimum, the District will respond annually, in writing, to comments and recommendations made by the IEC Tribes, or parents of Indian children. Prior to IPP submission, the District will disseminate the responses to Indian parents and Tribes via email, U.S Postal mail, school letters, local and tribal radio stations, CCSD website and social media.

POLICY 6: CCSD will annually provide a copy of the IPP to the affected Tribes by U.S. mail and district website.

Procedure 6:

CCSD will annually provide a copy of the current CCSD IPP to each local Tribe by U.S mail and posting on the District website no later than February 15th of each year.
